Let the fun begin at Peoria Heights’ Tower Park

The hills may be alive with the sound of music, but so is Tower Park in Peoria Heights, which kicks off one of the first events of the warm-weather season starting tonight.

Indeed, the park, situated next door to Peoria Heights Village Hall at 4901 N. Prospect Road, will host a Drum Circle from 6:30 to 8 p.m. today – Friday, April 9. That will continue on the second Friday of every month through the fall.

Drum Circle leader Natasha Greene, a local music teacher, founded the event four years ago and has seen it take off – first in Peoria, then at Forest Park Nature Center in Peoria Heights – but believes she has found the perfect place for it at Tower Park.

All are invited to attend and to participate, if they’d like. Many bring their own percussion instruments of all sorts and sizes, but drums also will be available to borrow upon request. Participants are asked to bring their own stools or chairs. Then, just let the spirit move you as everyone jams together.

Besides the plethora of percussion, there will be live acoustic performances before and after the main event, food – think taco and barbecue trucks – art, a strolling magician, fire artist, face painting, henna tattoos, antiques for sale and more.

“Come with scarves and dance, or come and just sit and listen on a park bench. Come to enjoy some art. Come because you want to your kids to have a musical experience or have that freedom to dance and play,” said Greene. “It’s a family-friendly event.”

“No expectations. Just a smile on your face and you’ve done your part already.”

Meanwhile, get ready to party with Sam Heppard, the owner of the mobile Clink Bar who intends to introduce “Friday Night Heights” to Tower Park starting at 5 p.m. Friday, May 7, and continuing on the first Friday of every month through October.

Again, expect Heppard’s Airstream Clink Bar, live music and food, with a concentration on Heights vendors.

Friday Night Heights – a clever play on words there – will be “almost like a happy hour vibe, a little extended” to about 10 p.m., said Heppard. It will be similar to the events he’s held in the parking lot of the Pabst building, with a bit more room to stretch.

Both Greene and Heppard hope to put the “unity” back in “community” after a long and trying year
complicated by a global pandemic. On that latter point, while we may be seeing the light at the end of the COVID tunnel, the organizers of these two events ask that attendees be responsible and respectful in their interactions. Event staff will be masked and employ all reasonable precautions to keep these events safe and healthy for all.

For both, the choice of Tower Park was a “no-brainer.”

“I live in the Heights. Our business is in the Heights. It’s such a great community, with so many events ... It’s easy to build on that energy,” said Heppard. “The Village is so great to work with. They’re so forward-thinking, they’re so supportive ... I cannot imagine really doing it anywhere else.”

“It’s so comfortable, so welcoming. It’s just such an attractive, gorgeous space,” said Greene, who also will continue with the Drum Circle at Forest Park down the hill on the last Friday of every month.

“Music and art have really suffered this year,” and artists in both camps need “a place to get back out there,” she said.

Phelan reelected mayor, two newcomers win Village Board seats

Michael Phelan won a second term as mayor of Peoria Heights on Tuesday, April 6, while two new though not unfamiliar faces will occupy seats
at the Village Board table.

Phelan was uncontested and garnered 142 votes. In the race for three openings on the Village Board, attorney Matthew Wigginton led the pack with 113 votes, followed by Dave Marfell with 99 and incumbent Jeff Goett with 96. In the other Heights race on the ballot, Stephanie Turner won reelection to the village clerk position with 134 votes.

Wigginton and Marfell may be new to the Village Board but they should be recognizable names to many Heights residents. Wigginton has served on the Heights Zoning Board of Appeals, and Marfell was the Heights water superintendent for 10 years, leaving that post for work in the private sector at the turn of 2021. They will be succeeding current Village Board members Diane Mariscal and Sherryl Carter, respectively.

“I’m just really excited to continue building on what we’ve started in the Heights over the last four years, from the fiscal stability we’ve achieved with our budget to the economic development success we’ve had,” said Phelan.

“We’ll be adopting a long-term comprehensive plan in the coming months, which we hope will be a springboard for even greater commercial, residential and recreational growth and for improvements in the quality of life that we already enjoy.”

Beyond that, neighborhoods will be getting special emphasis in a Phelan second term, with the Village pursuing grants for new and improved but affordable housing. With village finances in good shape, the Village also hopes to put a capital budget in place, with a sidewalk program to be a major component of that.

The newly elected members will be seated in May.

Under the general supervision of the Groundskeeper, Park Maintenance will assist with general landscaping to maintain a neat and orderly appearance of the Village of Peoria Heights. Park Maintenance will maintain all flowerpots and flower beds. ESSENTIAL JOB FUNCTIONS:

  • Collaborate with Groundskeeper to ensure assigned grounds are properly maintained.

    grounds a manicured look.

  • Work outdoors in various temperatures and inclement weather.

  • Stand, walk, reach, bend, twist, etc. for extended periods of time.

Commercial Expense Reimbursement Grant Program

So, 2020 wasn’t so good for business? Assistance is available

For the third time since the pandemic started, the Village of Peoria is implementing a significant relief program for local businesses.

The Commercial Expense Reimbursement Grant Program, operated with funding from the Illinois Department of Commerce and Equal Opportunity, will provide maximum grants of up to $10,000 for mortgage, lease and/or utility costs incurred between March 1, 2020 and Dec. 30, 2020.

Applications will be accepted starting April 1, with a deadline of May 28.

Business owners must provide documentation that their revenues declined by at least 25 percent for the covered month(s), as compared to the same time period in 2019.

The lump-sum grants will be awarded on a first-come, first-serve basis until the funds are exhausted. Previous grant recipients remain eligible for this program, though earlier awards will count toward the total. There will be about a 10-day turnaround between application approval and check in hand.

Single distributions topped out at $5,000 during the December incarnation of this same program. Ultimately, 36 Heights businesses took advantage, with total disbursements coming to $155,000.

Prior to that, the Village had conducted its own relief effort, using locally generated dollars from the community’s two Business Development Districts.
The individual relief then was capped at $1,500, with 82 Heights businesses collecting more than $110,000 in total. Village Hall also discounted water bills in the past year to help residents contend with the coronavirus crisis.

“Don’t be shy,” said Peoria Heights Mayor Michael Phelan. “A year ago at this time, none of us could have anticipated the challenges that were in store. We’re here to help, and we encourage our business owners to participate. Our health as a village government, and the extent of the services we can provide to our residents, are directly connected to the well-being of our businesses’ bottom lines.”

Commercial Expense Reimbursement Grant Program

The Village of Peoria Heights is excited to announce that we will be reopening applications for the Commercial Expense Reimbursement Grant Program and increasing the maximum grant award to $10,000 total.  Peoria Heights Business Owners may apply for reimbursement of eligible commercial expenses incurred from March 1 - December 30, 2020.

Applications will be accepted starting April 1, 2021 through May 28, 2021 or until funding is exhausted.  New and previous applicants are encouraged to apply.  To date, the Village of Peoria Heights has partnered with the Illinois Department of Commerce and Equal Opportunity to provide approximately $155,000 in funds through this program to 36 businesses in Peoria Heights.

Peoria Heights wins award from labor management groups

The Village of Peoria Heights has received recognition for its worker-friendly policies from a regional organization representing local employers and labor.

The Better Built Network’s 2020 “Building a Better Community Award” was presented to the Village Board at its March 16 meeting by Clint Drury, executive director of the West Central Illinois Building & Construction Trades Council – which goes to bat for 17,000 union workers in 13 counties – and Jimmy Dillon, the organization’s assistant director. Representing the management side was Dennis Higdon, executive director of the Greater Peoria Contractors and Suppliers Association.

Better Built is this area’s labor management organization. The groups just wanted to collectively express “our heartfelt gratitude for not forgetting workers at the price of development,” said Dillon. “Too many times that happens.” Indeed, when the organization was accepting nominations for the award, “it was a no-brainer to nominate the Heights for everything that they’ve done in trying to make the Peoria region and the Heights a better place to live and go to work.”

Among the actions that have been cited were the Village Board’s passage of “responsible bidder” and “prevailing wage” measures aimed at reassuring residents that work on all public projects will be done by skilled workers earning a fair income.

A self-described “Heights guy” – he grew up on Terrace Court and was a member of the second graduating class at Peoria Heights High School – Higdon expressed admiration at how the Heights has “reimagined itself” from the days when the Ben Franklin and Velvet Freeze were downtown landmarks.

“It’s really exciting to me ... We’re proud as an industry to be a part of that,” said Higdon. “Thanks so much for supporting ... the people that are paying living wages and offering training programs.

“We’re always on the lookout for new talent,” said Higdon, mentioning ongoing conversations with the local high school regarding a building trades curriculum.

“You guys are doing a great job and should be looked upon by many other towns as a beacon,” said Dillon.

“We’re very, very proud of that award,” said Heights Mayor Michael Phelan.
